Harmonize POD with Google Dataset Search guidance

Already, there is a lot of overlap.

But perhaps, with some additional mapping guidance, the two standards amplify each other and make dataset discovery even easier.

The DCAT v2 draft also includes a section on Alignment with Schema.org which appears to be in part informed by the mapping that was published here on Project Open Data.

Aligning the Project Open Data schema with DCAT 2 (#626) can be thought of as a way to leverage consensus on harmonizing to schema.org
