This refactors the build workflow to use the org's .github workflows to replace the build, merge, and push jobs.
Also refactors release.yml to use docker-release.yml from the same repo.
This will result in multi-platform builds being tagged in our ghcr.io registry. The arm64 build of geoserver is significantly faster when running as a container on an apple silicone platform.
