refactor: replace tinyurl metadata URLs with public repo URLs#3531

Move stake-pool, DRep and governance-action metadata/anchor URLs off tinyurl (hitting usage quotas) onto raw.githubusercontent.com paths, and centralize them as PUBLIC_* constants in common.py. Rename governance_action_anchor.json to ga_anchor.json to keep the raw URL under 128 bytes, the cap imposed by one of the consuming tools.
