Retro: PR #3281 — Trivial bot dependency bump reviewed 5 times

What happened: PR #3281 was a 1-line Dockerfile base image tag bump (ubi9/go-toolset 1.25.8 → 1.25.9) generated by red-hat-konflux[bot]. It was open for ~40 days (May 9 – Jun 19) and received 5 separate APPROVED reviews from fullsend-ai-review[bot] before being autoclosed without merging. Two early review runs also had style-conventions sub-agent failures due to model claude-sonnet-4-5@20250929 not being available on the Vertex deployment. A retro agent was also dispatched on close.

Waste identified:

• ~5 full review agent runs on a trivial 1-line bot PR (token cost)
• Sub-agent failures that were silently swallowed (model availability)
• Retro dispatch on a bot PR with no meaningful agent interaction to analyze

No new proposals — all issues already tracked upstream:

Retro: PR #3281 — Redundant agent work on bot dependency-bump PR

This PR was a trivial 1-line Dockerfile base image tag bump from red-hat-konflux[bot] that was open for 48 days (May 9 – Jun 26) and never merged. During its lifetime it received 8 APPROVED reviews from the review agent, 2 retro dispatches, and ~25 force-pushes from the bot rebasing. No human ever interacted with the PR.

This is the second retro on this same PR — a previous retro ran on Jun 19 (run 27851802113) and identified all the same waste patterns. The PR was then reopened by the bot and accumulated 3 more review runs before being autoclosed again, triggering this duplicate retro.

Key waste identified

1. 8 full review runs on a trivial bot PR — each force-push triggered a new review dispatch, even though the diff was semantically identical each time
2. Duplicate retro dispatch — this retro is itself redundant, as one already completed on Jun 19
3. Sub-agent model failures silently swallowed — early review runs had style-conventions sub-agent failures due to claude-sonnet-4-5@20250929 being unavailable on Vertex

This PR is a clear example of the compounding cost when multiple dispatch-filtering issues remain unresolved — implementing any one of #1371, #1355, #963, or #2599 would have prevented most of the waste observed here.
