refactor controlnet_cosmos tests

What does this PR do?

Part of the ongoing modeling-test migration (following #13369 and #13153). Migrates the CosmosControlNetModel test suite to the mixin-based structure (Config + ModelTesterMixin / TrainingTesterMixin / MemoryTesterMixin).
